Hilda Hidalgo was a Newark activist. In Newark, she co-founded Aspira of New Jersey, La Casa de Don Pedro and the Puerto Rican Congress and worked with numerous other community organizations.

Hilda came to Newark in 1960 and worked as district director for the Girl Scouts, then director of Child Services, until 1970. She taught at Rutgers School of Social Worker, then came to Newark to teach in SPAA, for a total of 23 years at Rutgers. Later, she served as assistant commissioner of education for the State of New Jersey.

In Newark, one of her major projects was a survey of Puerto Ricans in Newark, published in 1971 with ASPIRA.

She received numerous awards for her work.
